The Equity of Papuas Nature Resources and Human Resources
Papua is a big island with diverse ethnic and cultural languages and also abundant natural resources. Natural resources and human resources in Papua cannot be said to be equal due to several factors that make inequality between human resources and natural resources such as the economic situation, the health, and the education. Thus encompassing Papuas natural resources but the Papuan still do not feel social equality. Whereas if rethought, the use of natural resources processing can help offset the equality between human resources and natural resources.
The government of the Republic of Indonesia in this regard continues to see and supervise every issue of Papuan human resources as well as the government of Papua itself. In terms of developing human resources for social equality between natural resources and
human resources, all cannot be separated from various problems which become obstacles in the process of developing human resources in Papua.
Even the eye looked so sharply at the government.
Seeing all the problems that exist, does the government not do anything? The government doesn’t seem to care anymore. The government seemed to blind their eyes. All of this is the response of the people who did not feel the participation. But in the real situation, the government has been thinking, paying attention to these matters but what is the statement why this cannot be solved in the eyes of the public? Is the government less agile in taking action? Three big problems that Papuan have are economic problem, health problem and education.
Economic condition in Papua can be said to be better than before because the people who live are developing to keep up with the times and are also able to compete with other communities. But, the big problem now is the high cost of living in the urban area and even remote areas. For example, all the prices of goods both in traditional markets and supermarkets and even large malls are very expensive. When compared to the price of industrial goods in Java Island, the difference is very far. So, this becomes a problem in the growth and development of society in the economic field. The second problem is that there is no opportunity for indigenous Papuans to do business like having a CV and other big businesses while there are already many economics graduates graduating from top universities. It is really not noticed so that the indigenous people of Papua only do business on the side of the road such as selling areca nut and only working in traditional markets.
Pasar Mama-Mama Papua is a form of government assistance given to Papuan mama only to help economic growth in Papua, the market for Papuan mothers is only a little help in economic growth due to intense competition. The market built to help the economic growth of indigenous Papuans does not provide space for indigenous Papuans to do business because of the many traders and businessmen from
outside Papua who manage and regulate the area of the market. This is should be of particular concern, but there has not been any action from the local government. It is unfortunate.
Education is the right path in the formation and development of human resources. The number of schools is fairly large in Papua, both in urban areas and in the interior of Papua which is difficult to reach. It turns out that this has not been able to compensate for the problem, which is a lack of teaching staff so that the school building is not utilized properly by remote areas. Which is a question, how come the lack of teaching staff is remote area? This is due to the difficulty of access to reach the community in the remote area so that no one is willing to teach in the remote area. This has become a problem spread over the remote areas of Papua while those in the city have also experienced problems in the part of education. The problem is the high cost of education. Special autonomy funds that have been provided for educational purposes and so forth are not used properly so that even in urban areas, many children cannot go to school properly. Of the two big problems above, we can see that Papua’s human resources still need a more serious government hand to develop and foster human resources in Papua.
Among education and economics, health is also a supporter of the development of Papuan human resources. Health in Papua can be said in the developing era because some hospitals in urban areas such as Jayapura, Sorong, and Manokwari have met standards but how are you doing with the hospital in the remote area? Such as in Wamena, Paniai, Asmat, Mamberamo, and other inland areas. Has public health improved or has it deteriorated? Let alone a large scale house and a good puskesmas have not met the standards, there is no supply of clean water. Then how do Papuans in the interior survive? Can they be said to be a healthy society? The need for special government attention is great for those who are remote areas so that equity can be achieved. even though the people of Papua in urban areas are seen and classified as healthy people, but there are problems that also hinder the recovery process in the health aspects of the urban areas of Papua due to the high medical costs in hospitals. The problem above, it should not happen because the processing of natural resources is so abundant so well that it can compensate for all that but why are these things still happening?
The government has been thinking about what must be done in Papua to develop Papua’s natural resources. some programs made by the government helped a little in the development of human resources in Papua such as RESPEK (Rencana Strategi Pembangunan Kampung) which was initiated by the former Papua governor Barnabas Suebu, OTSUS ( Otonomi Khusus) which became a national program by the central government of the Republic of Indonesia. Besides the government, Papuan youths also made movements which were then accommodated by the government and were very helpful in developing and fostering Papuan human resources such as the Ann Papua movement and 1000 Teachers. These movements, help Papuans in remote and remote areas to get good education and health in providing
school equipment for children, medicines and free health checks for all communities and volunteers teaching staff to teach in remote schools. All efforts made to help the community gradually lead to major changes and also greatly help the government in social equity in Papua. The government also appreciates the movements of these young people. The Papuan people who were previously untouched by change, social equality finally they felt even though they were not fully.
The equality between natural resources and human resources in the present can be said to have developed but not evenly distributed. That inequality should not exist in Papua. With natural resources that are so pervasive, the Papuan people should feel full social welfare. All the efforts made are quite helpful but not evenly distributed so that it still needs to be addressed again so that natural resources and human resources in Papua become equal. And we as a generation of Papuans who love Papua continue to do something for Papua. Do not ask what Papua is giving us, but ask yourself what we give to Papua.
