Russian women were some of the first feminists, and the disabled are protected by theConstitution (Sinelschikova). Nonetheless, the Russian Federation aims to improve this alongwith our broader nation equality issue.The Russian Federation wants to spread the equality between even the smallest oblasts to thelargest.

As a developed nation, the Russian Federation has made efforts to expand itstechnological feats to one of the most sparsely populated areas of the world, Siberia. In the cityof Akademgorodok, the Russian Federation has built a miniature Silicon Valley, placing some ofits most renowned scientists and latest technologies in the remote city. The small city alone hastwo dozen research institutions, all still pumping out innovative technologies and resourcesuseful to Russia and the world as a whole. This secluded tech-center has forced thegovernment to build ICT infrastructure in and around it, and has therefore spread the wealth ofICTs to areas previously untouched (Lucian).

Along with this, the Russian Federation hasimplemented ways to improve equality for women and the disabled through federal acts, but thepeople and feminists have been the main constituents in this push for digital equality.

Considering the prior, the Russian Federation concludes that the best way to mitigate inequalitythrough ICTs is through government and UN-sponsored missions to remote and forgotten areasof the world, and also through the awareness by the people. As far gender equality and equality for the disabled, the people are the strongestpower, as has been recognized previously by the U.N. General Assembly. U.N. GeneralAssembly 60/252 sub-clause 13 announces a World Information Society Day to help spreadawareness about the internet and its uses (United Nations General…). Thus, with a moreeducated populace and international aid, the world can be a more free and equal space for thespreading of information and communication technologies.
