Before arriving at a certain decision on counterfeit anti-rabies vaccine, was there any consideration about the application of the scientific method? Explain.

Yes, there is a consideration about the application of the scientific method. In December 2018, Philippines Food and Drug Administration (FDA) first released a public health warning regarding the falsified products that is currently circulating in the country. By January 2019, the World Health Organization (WHO) released a Medical Product Alert regarding the circulation of the Falsified Rabies Vaccines and Anti-Rabies Serum which were manufactured by Sanofi Pasteur around the Philippines. The first alert also showed two (2) falsified rabies vaccines by Verorab. The manufacturer (Sanofi Pasteur) of the vaccines confirmed that they did not manufacture these counterfeit vaccines. After six months, the WHO released another Medical Product Alert regarding the said issue. They have received confirmation about the batches of three different versions of falsified rabies vaccines (Verorab, Speeda, and Rabipur) and one falsified anti-rabies serum (Equirab) were available at patient level in the Philippines. FDA discovered four (4) Verorab has four (4) falsified batch versions, Speeda has four (4), Rabipur has two (2), and Equirab has three (3) falsified batch numbers that has been discovered. The genuine manufacturers (Sanofi Pasteur, Liaoning Cheng Da Biotechnology Co., Ltd., GlaxoSmithKline, Chiron Behring Vaccines Pvt. Ltd, and Bharat Serums and Vaccines Limited) of the listed counterfeit rabies vaccines stated that they did not manufacture the said batches and there are inconsistencies on the labeling and packaging of the products. According to the WHO, there are still ongoing investigations and laboratory analyses being facilitated “for available samples to determine their contents and better assess the risk to public health.” And that there is still “no adverse reactions attributed” to the falsified products that has been reported to them and there is currently a rabies vaccine shortage in the Philippines.

What is the science/technology behind the case? Explain the science concept/s involved.

What is/are the societal issue/s behind the case?

Rabies is a viral disease that can be prevented through series of vaccination. It’s always fatal following the onset of clinical symptoms. But what is the best substitute with anti-rabies vaccine or are there perfect substitute. This comes amid a global rabies vaccine shortage. The world health organisation (WHO) warned against the use of 3 counterfeit rabies vaccines and one counterfeit anti-rabies serum circulating in the Philippines. July 16th Tuesday the World Health Organisation identified the human vaccine and serum as falsified after the comparison with genuine batches from the product’s manufacturers, the fake batches were all found to have labelling and packaging inconsistencies.

What would you judge/evaluate regarding the case?? Are the decision valid? Give your own opinion.

We all know that Rabies is a deadly virus that can infect people once they are bitten or scratched by a rabid animal which kills about 200-300 Filipinos according to the World Health Organization but luckily we have vaccines to prevent that from happening. In today’s issue a large amount of Counterfeit vaccines are currently circulating in the Philippines. In this case as a student and a Filipino I am deeply concerned since everywhere we go we will always see rabid animals such as dogs or cats that may be a carrier of the said virus and knowing that there are counterfeit vaccines circulating can be very alarming because once you have been injected and if it was a counterfeit vaccine it may cause of your death which every Filipino should know. The decisions that the authorities did was valid, In December 2018, the Philippines Food and Drug Administration (FDA) issued a public health warning about the circulation of the falsified vaccines while the WHO held an investigation and laboratory analysis about this matter and up to now there still no report of victims of the usage of the counterfeit vaccine according to the WHO. These actions that FDA and WHO did are very helpful to the public since they immediately did something to prevent it from being an outbreak.
