Title: Electric Vehicle Adoption challenges, opportunities and policy initiatives for Sustainable Development: In Indian Urban context

Summary

Indian urban air pollution due to public mobility is showing an increasing trend which is challenging the sustainability of present public mobility system. A large scale penetration of electric vehicle in Indian market can play an important role in reducing Indian urban air pollution level, but it may also face obstruction from different barriers at social, cultural, economic, political and technical aspects. This study will be focused on identifying these barriers and stake holders associated with it by carrying a city specific study and using suitable statistical techniques. The outcome of this study will facilitate the policymakers to craft policies.

Indian urban air pollution is increasing due to Greenhouse gas emission from public mobility sector (De Gennaro et al., 2015). Large Scale deployment of electric vehicle can reduce air pollution due to public mobility in urban environment, if powered by renewable energy as it reduces the direct dependency on fossil fuel (T. Gnann et al., 2018). In order to reduce its urban air pollution India have also released India’s national Electric mobility mission plan 2020 in 2012 by ministry of heavy industry and public enterprises have a view for increasing domestic manufacturing capabilities for electric vehicle (Shukla at el., 2014).

Despite of all this electric vehicle penetration in Indian market is not wide spread, as its adoption is hindered by several obstacles at different levels. This study also aims to identify these barriers in adoption of electric vehicle in Indian context. The main obstruction for the large deployment of EVs can either related to the limited range of current batteries (T. Gnann et al., 2018) or can be vehicle charging infrastructure and the availability of multiple EV models (Egbue and Long, 2015). A Study by Y. Zhou et al., 2016 shows that Plugin Electric vehicle adoption is greatest when multiple actions are taken in parallel and policies to reduce the high up-front cost of PEVs can promote early market growth. As well as Institutional support factors are also important for promoting market growth. He also suggest that raising consumer awareness of up-front incentives (e.g., purchase rebates) could have a greater impact than raising awareness of future fuel savings.

Identification of stakeholders and possible policy interventions is as important as identification of barriers to support the adoption of electric vehicles in the urban environment. According to previous study carried car manufacturers, national and local governments, electricity industry, newly started businesses, and even some of the traditional oil companies can be major stakeholders (S. Bakker et al., 2014). And there can be 6 types of policy options like; supporting citizens and businesses, supporting charging-infrastructure build up, regulatory measures, raising awareness, government as lead user, and governing the transition with other levels of government. (S. Bakker et al., 2013)

Research Gaps Identified

The main research gaps identified from literature survey carried in this field are:

A few literatures have considered the non-technical aspect of electric vehicle in Indian context.

Literature so far reviewed; do not includes layman’s perspective about electric vehicle as an influencing factor for its adoption in India.

Differentiation between electric two wheelers, three wheelers and four wheelers is not available in literature so far reviewed; all are covered under the electric vehicle umbrella term.

Research objectives

The above stated research gaps have led to the following objectives of this study:

Identify barriers at cultural, social, political and economic level obstructing widespread acceptance of electric vehicle in India.

Identify the major relevant stakeholders in the transition process of implementing electric vehicles in India.

Identify Electric vehicle’s impact on improving environmental performance.

Propose a plan for charging infrastructure in a city.

It is expected from this research that:

It will provide an insight about the perspective of common man about electric vehicles.

It will identify all social, cultural, political and economic barriers which are limiting the adoption of electric vehicle in India.

It will support decision makers to craft policies in implication electric vehicle in transport sector.

It will identify the causes that why battery rickshaws are more successful that electric cars in India?

This study will also contribute in answering the question that why it hold a small share of market only?

How it will benefit the society?

Pollution is causing some serious ill effect on the health of the society, causing premature deaths and air borne diseases.

Increasing air pollution is causing growing burden of diseases as well as deaths.

EVs will reduces the fossil fuel dependency and will be valuable in bring down air pollution level.

Provides a sustainable transport sector and a much healthier environment for the society.

Conclusion

This study will provide insight about the difference in between consumer’s and government’s perspective on electric vehicle as well as will provide a model decision support system for policy makers in crafting policies related to transportation sustainability and energy. The present study will be focused on identification of potential barriers and stakeholders in Indian market and will provide a model capable of designing layout of the recharge infrastructure for electric vehicles based on travel pattern data of conventional vehicles collected from Indian urban environment.
